I’m not American but I am a native English speaker. I think many in the Southern US, especially people with the non-rhotic accent, would not follow your rule before vowel sounds but would instead insert a glottal stop between the words.

While this is somewhat correct, I’d like to bring my share to the table. I’m someone whose first language is not English, but I know English more than my mother tongue. The real problem is understanding people who speak in slang. To give an example, being an American trying to speak with a British person. Many times, it becomes difficult to understand each other. Especially because Americans have some weird pronunciations. For example, “easy nice?” instead of “is he nice?”. To add more to this, British people often speak in slang in casual conversations. Combine that with the different accents and correct pronunciations of words and you got a recipe for disaster. I personally understand the meaning of a spoken sentence after I’ve already heard it. About half a second or so after the person said it. You have to account for so much, it’s sometimes difficult. People who’ve been to Liverpool know what I’m talking about 😂
